1) edit polygon colours in 2.12
2) Uninstall 2.12
3) Install 3.28 
4) Add the requisite plugins
5) Publish map in cloud

There has to be a better way

We need to know which installer you're using to help and at least a partial list of the missing files.
If you install using the OS4Geo network installer, you can have multiple versions installed at the same time, so you would not need to uninstall 2.12 before installing 3.28.
