It's up now, but you see this when QGIS server itself is too busy (for example because people are downloading 3.24) OR packaging/building is going on. Cloudflare (that is the 'cache' in front of it) which would make that the server isn't hit too often checks if the original is up, and if that is (even for a short while) not responsive enough, it shows this sign.
