I think this depends on the Ubuntu version you run... But 3.10 is the OLD LTR isn't it? Should you not install 3.16 now (or ask if 3.16 (or an older version) is also ok)? Looking at Focal: https://qgis.org/ubuntu/dists/focal/main/binary-amd64/Packages packages are all upgraded to 3.12 or higher..? What does the Ubuntu repo itself serv? Or else: compile local?
