Yes, try Vector/geoprocessing tools/clip. Select the US, in the
countries files, select "district" as input layer in the clip tool GUI
and the country file as the Ovelay layer (use selected features only if
you have pre-selected the US).

You have only sent the qgis project and not the files that the
project opens. You must send all the files if you want us to look
