Can you access the plugin repository via a browser? https://plugins.qgis.org/plugins/plugins.xml This is the plugin repository location that should be set in Plugins, Manage and Install, Settings If you are behind a proxy it may be blocking access. You may need to set up a proxy under Settings, Network, Use Proxy for web access.
