The latest pip, as used to install Python modules, has a problem that affects some people. I haven't figured out a definite solution, but there is a workaround that means manually installing all the python modules. Or you can wait for QGIS 3.0.3 - at least I'll use the workaround in the installers.
You can help me with some information: - what version of Python did you install? specifically, which system version?
