I can confirm this using Windows 7 x64 and 2.18.8 Bug reported - https://issues.qgis.org/issues/16612 - and closed already as new fix is in place and will be coming in new build 2.18.9 shortly. Suggestion is to downgrade to 2.18.7 or use the Add PostGIS Layer button.
