No, Processing plugin was an upgrade, and I've tried reinstalling it as well. NTv2 plugin was a new install, and reinstall (multiple times). Where is NTv2 plugin positioned in Processing Toolbox anyway, when it does appear?
All other plugins work fine, I do not really use that many of them.
