Have tried removing qgis (the full package) and installing via osgeo4w making 
sure all the correct bits were there.  it appears there are some bugs as when i 
was deleting the full package i saw the correct parts such as numpy etc being 
deleted even though the plugin said they were not present.

anyway first attempt via osgeo4w the contour plugin complained that matplotlib 
was missing, infact it was not missing but i reinstalled it again anyway.  this 
time contour plugin said everything was present and correct.  unfortunately it 
still failed to work giving a python error saying it could not parse the data.  
as far as i can see there is nothing wrong with the data, it is a simple small 
datafile that other parts of the program deal with ok.

It is very likely that it is due to missing dependencies.  The contour plugin 
relies on python numpy and matplotlib modules. I'm pretty sure these can be 
installed from osgeo4w, though its been a while since I've done so (I'm working 
on linux).  I've no idea why the osgeo4w installer did not work - possibly a 
local firewall or web proxy issue?

Thanks for noting that the error message is not clear.  If you think it is not 
numpy or matplob missing (which I guess will show as an import error) could you 
let me know please?

I assume the error is due to missing dependencies although it does not say 
this.  If it is due to missing python dependencies then how do you load these, 
is it via osgeo4w installer?  when i tried to download osgeo4w installer it did 
not seem to be available (web link never connected).
