Please provide a step-by-step description of what you are doing to starting from downloading the file or record a screencast (http://www.screencast-o-matic.com/screen_recorder). It's really hard to guess what's going wrong without details.

You must have (at least) a .SHP, a .SHX and a .DBF with the same name.
