Of course you can take screenshots of the QGIS Desktop Application and publish them in your blog on internet. Tutorials of solving specific questions would be even better. :) The only thing to note is that the screenshots are taken from QGIS but if you are going to publish a tutorial about QGIS .. this would be obvious I think..
