I mean it has a larger number of features(1700 in the smaller, 27000 in the larger).  Yes you are correct.  Just looking at the 2 files displayed on qgis they look almost the same so I wasn't thinking about the number of vertices per feature.  I think I found the difference.  I used the shape file utilities to get the information.  The file with fewer features has two big features one  >200000 and one > 12000000 vertices whereas the largest feature in the larger file only has 51000 vertices.
