Jpeg or png are rasters, shapefile is a vector format. They are not
compatible.
IF the images (jpg or png) represent line features or uniform areas then
there are ways to extract the vector features from the images using
tools in the GRASS plugin.

There are lots of places to look for freely available GIS data. One of
the popular one's is Open Streetmap: http://www.openstreetmap.org/
OSM data are not shapefiles, but QGIS can read them.
Another source for small scale maps (size of a whole country or
continent) is:
http://www.naturalearthdata.com/
Their layers *are* shapefiles.
