I uninstalled everything, deleted the directories, and ran Osgeo4Win again with 
unstable QGIS for 1.3 version install.

original problem:
I updated 1.02 to 1.02.2, and then it would crash upon opening. I tried to revert and then I could not get the "plugin Installer" in the menu. I had it before the upgrade.

Hi, there is no need to install any zip manually. First, check if there is the plugin installer available on the plugin list in menu Plugins -> Manage Plugins (the installer is a plugin too).

If not, it means you have no python support installed. Go back to the Osgeo4win installer, advandced mode and ensure you have the 'qgis-python' component installed (in the 'libraries' category). It should help.
