Unless a publicity/marketing team (or an individual with an easy pen) steps up, starts writing something like 'This week/month in QGIS' (see https://thisweek.gnome.org/ as an example) and then one plugin per month is already a start to get a plugin featured? (I know shooting idea's is easier then DOing it... writing blog texts kills me, but I hope there is somebody who....)
