I don't think it is about the US so much but about large organizations
being serious about cyber security.  Normal people in the US who haven't
worked in those environments have not heard of PKCS11 either.  The main
developer of pcsc-lite is in France.

Individual people use eg. yubikeys with WebAuthn, but the big-org norm
has been X.509 on smartcards.  That may be changing, but I don't see
really-big-orgs changing any time soon.
