running ccmake with -DCMAKE_BUILD_TYPE=Debug and then running form the build 
dir still gives me debug messages

Other options during runtime (IF you build Debug):

# NO messages
export QGIS_DEBUG=0

# FULL messages
export QGIS_DEBUG=5

I'm pretty sure it used to work for me, I don't know when it stopped.
