[QGIS-Developer] Getting Pan Cursor back after an edit session.

[Catania, Luke A ERDC-RDE-GRL-VA CIV via QGIS-Developer]

My cursor displays as bullseye until I left click on the mouse.  I called

        iface.actionPan().trigger()

but it is only working when I initiate a left click.
