Hi Harrisou! Top posting here since I cannot address the items individually. We are in the last stages of hiring a QGIS Jr Web Developer for one year under funding from QGIS.org. I think quite a few of the things on your list below are things we might be able to assign to the person we appoint. So I warmly invite you to maybe do some collaboration with the person when they 'arrive' and we can assign them tasks that will help you.
