Following Alessandro advice, we could have a choice menu on the first QGIS launch, that would allow the user to select the GUI language. Maybe we could keep the system locale as default, but inform that the translation work may not be 100% accurate as it is done by volunteer work. We could add a link to transifex so the user can see the translation stats and even invite them to join the effort for better translations.
My main problem is not the translation percentage, but its quality. At least in PT_pt, some folks just translate strings without caring about the context of the string, which ends up in very strange and nonsense.
