Not sure.  My next step would be to upgrade to QGIS 3.10.0 and retry.

    Likely it means that there is a problem with your geometry/topology.  I
    don't have your version locally, but look for a QGIS menu item of
    "Check
    Validity" or "Fix Geometries".
