It seems not related to GEOS version, or at least not only.
On Windows 7 64 bit I can reproduce the bug in QGIS 3.1.0-Master (rev.
310bfb1e3e) with GEOS 3.5.0-CAPI-1.9.0 r4084 but not in QGIS 2.18.19 with
the same GEOS version.
