M values are ignored as their meaning is application specific. All visible layers are rendered as a 2D map image for the terrain 3D entity. Here the Z coordinate is ignored. But if you enable 3D renderer for your layer, it will create a 3D entity that will respect Z values. If you do not want your layer to be displayed on the terrain's texture, you can set layer's symbology to "no symbols" and that will disable rendering of it in 2D map.
