Hi Richard, on github there is a repository qgis3.0_api which is only there for its issue tracker.
Concerning your ideas, I think are not necessarily tied to QGIS 3, they
are easy to implement in a backwards-compatible manner, so feel free to
make a pull request for 2.16 already.
