[RFC PATCH v2 74/78] hw/cxl/cxl-device-utils.c: add fallthrough pseudo-keyword

[Emmanouil Pitsidianakis]

In preparation of raising -Wimplicit-fallthrough to 5, replace all
fall-through comments with the fallthrough attribute pseudo-keyword.
