Optimize COLO primary start path from:
MIGRATION_STATUS_XXX --> MIGRATION_STATUS_ACTIVE --> MIGRATION_STATUS_COLO -->
MIGRATION_STATUS_COMPLETED
To:
MIGRATION_STATUS_XXX --> MIGRATION_STATUS_COLO --> MIGRATION_STATUS_COMPLETED
No need to start primary COLO through "MIGRATION_STATUS_ACTIVE".
