Devices hot-plug during migration is not allowed and disabled in corresponding QMP-commands (device_add, device_del). But guest still can unplug device by powering it off (Example: echo 0 > /sys/bus/pci/slots/XXX/power).
Fix it by deferring unplugging until the migration is complete.
