Works for me.

I tried the following command line with a Fedora 21 guest:
-device isa-fdc,driveA=drive-fdc0-0-0
-drive file=/var/lib/libvirt/images/floppy,if=none,id=drive-fdc0-0-0,format=raw

and I could see the floppy drive inside the guest.
