The "gathering" is done in the notifier registered in platform_bus_realize while this function is executed in the notifier registered in create_platform_bus, when calling arm_register_platform_bus_fdt_creator. create_platform_bus takes care of registering the fdt creator notifier first and then instantiating the platform bus.
