Preferred ARM terminology here I think is "all cores in the processor".
("core": one processing unit, something with its own PC
"cluster": a group of cores
"processor": the top level thing which might have several cores
in a single cluster; or which might just have a single core)
I've fixed up this and the minor typos/errors Andreas pointed
out, since I'd already put these patches in target-arm.next.
