Of all of the similar tools I've checked (VirtualBox and vinagre), none implement grab on hover. In fact, I think QEMU's SDL mode is the only thing out there that implements grab on hover. I'm not arguing to remove the feature. I also agree we should make the default configurable and/or persistent. But I don't think think this should be the default, unconfigured, behavior.
