In short there is tcg/hppa/ for emulating x86 etc. on hppa but no target-hppa/ for emulating hppa on whatever platform. There should be an incomplete hppa emulation linked from the Wiki, but it will need quite some overhaul due to CPU and Memory API refactorings, the introduction of the QEMU Object Model QOM and directory/Makefile restructurings.
