I wonder if we are better off just filling it in in cxl_init_cci()
So change the type of the element in struct CXLCCI to
CXLLogCapabiliites supported_log_cap[MAX_LOGS];
then assign the elements at runtime.
That should avoid any issues with whether it is const or not at the
cost of a little more code.
