Continuing with the removal of parameters and capabilities, replace the internal usage of s->capabilities with MigrationConfig.
To keep compatibility with the special format of the user-facing migrate-set-capabilities and query-migrate-capabilities, introduce a few compatibility routines to convert between MigrationCapabilityStatusList and MigrationConfig.
