The cocoa-for-upstream queue has one block ifdef change for a long time already [1] that I didn't want to send a PULL for, so my plan is to pull the darwin-user drop in through the cocoa queue after the bsd-user build fix, with or without the --disable-cocoa patch that I still need to adapt.
