We want a single cpu_get_tb_cpu_state() for all targets, but each of them already define it.
Introduce a generic target-agnostic cpu_get_tb_cpu_state() method when per-target TARGET_HAS_CPU_GET_TB_CPU_STATE is not defined. Currently all targets define it, but they are going to be converted one by one.
