My suggestion: dd if=/dev/fd0 bs=512 of=win95.img when fd0 contains a Win95 boot floppy with some diagnostics. Then qemu -boot a -fda win95.img -hda win95 & and run the diagnostics.
That should tell you if there's an error in the image itself, perhaps in the MBR. If it's not in the image, then it's a bug somewhere in qemu. But that should get you started.
