TASK DESCRIPTION
  I propose to **drop support for MediaWiki 1.31–1.32 in Pywikibot 12**, which 
is expected to be released at the beginning of 2027.
  
  MediaWiki 1.31 is an LTS release published in 2018, but its life cycle ended 
in 2021. MediaWiki 1.32 reached end of life in 2020.
  
  Restriction
  -----------
  
  Looking at the last few major Pywikibot releases, we have always kept support 
for the last two LTS releases. Following this tradition, the next major release 
would support only MediaWiki 1.35 and newer. However, this could break WikiHow 
support, as **WikiHow** still uses the legacy MediaWiki **1.33** release.
  
  Advantages
  ----------
  
  - simplifies the framework code
  - always uses slots if the site supports multi-content revisions
  - always expect `roles` props in revision information
  - legacy code is difficult to test
  
  MW support
  ----------
  
  Older MediaWiki versions remain supported by older Pywikibot releases, which 
are available by the corresponding tags,
