TASK DESCRIPTION I think a mechanism for setting the user agent which doesn't require a full user config would also be useful in certain situations to not run afoul of the new API-limits. We, ErfgoedBot, use the `PYWIKIBOT_NO_USER_CONFIG` flag in the dev environment (set to allow to read from, but not write to, wiki). We recently realised that this is preventing us from setting a meaningful user-agent, which results in local test runs almost instantly being stopped by the api.
