Maybe switching to bot passwords will resolve this issue. I would suggest doing so. `action=login` has been long deprecated anyway. Switching to bot password requires: 1. access to test account to generate a password for the test sites (currently `en.wikipedia`, `test.wikipedia`, `test.wikidata`, and `commons`). 2. access to Travis-CI admin panel, adjusting the `USER_PASSWORD` environment variable and perhaps adding some new ones to store the generated passwords in step 1. 3. modification of `.travis.yml` to create the `passwordfile` using bot passwords syntax and using the environment variables added in step 2.
