We can land 3.13 just as quickly as 3.12 and it will be much more useful. 
There may be a little more breakage than with 3.12, but not orders of
magnitude.  I had a patch ready and was about to post it for review before it
occurred to me to look for an existing PR.

In the meantime, https://reviews.freebsd.org/D57708 and
https://reviews.freebsd.org/D57709 fix two ports that are needlessly pinned to
<= 3.12 despite building fine with 3.13.
