Pandas is also not meant to run in constricted environments. Considering
similar use cases and userbases, Fortran support is transitively fundamental to
Pandas.

As mentioned before, the GCC dependency itself is not numpy's problem. flang
(part of devel/llvm) exists to try (including working it into USES=fortran in
some manner) if there is continued fretting over the runtime dependency
(everything built with GCC must use GCC runtime libraries), but note that flang
upstream admit there may be missing functionality.
