Interesting.
Agree it is roughly on-topic, It's doesn't seem to be a rogue or fraudulent
email.
But also it does sound like it's unsolicited bulk mail.
I'd rather leave it up to a Bayesian filter to decide if that all means
it's spam or not. ;-)
