Moreover, even if the virtualenv package was in testing, it would still be a problem, because afaik upgrades don't install new Recommends. Which means if you upgrade from wheezy to jessie with python-virtualenv install, you end up with "virtualenv" not working anymore. Hence, the Recommends should be a Depends.
