Absolutely sure.

Somebody fixes either the test, or the offending code, or temporarily disables the test. Easy.

Is it better to have 99% working package, or not a package at all?

It's not like anybody is going to kick a package out of archive just because it FTBFS. :)

Think of running tests at build time like an investment in quality assurance.
