http://www.scipy.org/Download links to the Sourceforge download site. I assume that you are trying to download the files by simply right-clicking the URL and picking "Save Link As..." from the context menu (or whatever it is in your browser). Sourceforge has a mirror selection system that gets in the way. Just click on the link, and select an appropriate mirror from that page. Then your real download will continue.
