A plethora of such Python web templating systems exists. If you really care about separation between code and layout, try attribute languages like TAL or Kid. TAL is used by Zope, but there is also a nice standalone implementation called SimpleTAL. Kid is used by TurboGears and can also be used with Webware for Python.
