Pythoncom doesn't directly support the necessary interfaces,
but you can use the Shell COM interfaces to create them.

wsh=win32com.client.gencache.EnsureDispatch('wscript.shell')
s=wsh.CreateShortcut('c:\\python.url')
s.TargetPath='www.python.org'
s.Save()
