If the path had been set for a local user but not for the system, you would see that behavior.
The install from python.org should have installed the "py" launcher. Does that run? IOW, does typing "py" launch Python? Yes it does for both admin and non-admin cmd shells. But python.exe and python do evoke the cited error.
