That won't be of any help if pip isn't installed. By default, Python's installer attempts to install pip by running the ensurepip package, but sometimes it fails. It can help to try to manually run ensurepip in the shell. For example: py -m ensurepip --default-pip --upgrade --verbose -- https://mail.python.org/mailman/listinfo/python-list
